DOE will also examine the impact on manufacturers and will employ a modified industry cash flow model that is adapted to this product type in order to estimate manufacturing NPV. DOE will also look at the impact of these proposals on small-scale businesses as well as other subgroups of manufacturers to identify those who are likely to be affected.

DOE will also examine whether the test procedure for microwave ovens needs to be revised to include active mode power consumption and a possible integrated energy use metric. At present, the test procedures only include standby mode power consumption.
